It is not possible to upgrade the Elite Mine level:
*) if it is 1 then it will be 1 all its life;
*) if it is 2 then it will be 2 all its life;
*) if it is 3 then it will be 3 all its life;
*) if it is 4 then it will be 4 all its life;
*)if it is 5 then it will be 5 all its life.

Is there a way to remove (destroy) cities where a user hasn’t logged in for a long time or are not needed?
No. The City cannot be destroyed. If it is at least a Level 3 City, it will stay on the map forever. These Cities are called “Dead Cities”.
You can only “move” them to another location by attacking them and burning that City’s Wall durability to 0, which will cause the City to be moved to another random location as if that City were using “Random Teleport”.
What if it is a level 2 or level 1
We’re not really sure about the Lv.2 city, however, a Lv.1 city will disappear after some hours if it’s not tied to an account.

What happens when you start a new game? Do you lose your purchased golden hammer and/or packs etc?

In this game you can’t really use the term – “I’ll start a new game”. It would be more correct to use – “I will start playing a new City” (because essentially you can play a thousand cities – according to the rules, one person can play 6 cities in one Nation).
Each new City has everything “its own” – so if you bought a “Golden Hammer” in another city, it belongs to that city and the new City will have to buy it again.

You can safely move the Alliance Institute to another place. Points will remain. Nothing will be lost.

Two farm alliances can be merged into one in such a way that one of these alliances takes over the elite mines of the other alliance.
If there is a large distance between the alliances, then many flags will have to be used, and it must first be evaluated whether this is even possible, since the flags of an alliance cannot cross the flags of another alliance.

Unfortunately – After your City reaches Lv.8 or your City is 48 hours old, or if your City has more than 2 million resources, you can NOT teleport (move) your City to another Nation… 🙁
A level 11 city can be built in one day without spending money. If you really want to play on that server, we suggest you just make a new city in that server and play there.

Create new city and then open Nation #1009 and teleport that city to this Nation via Elite Teleport 😉
Is it required to appoint a officer with defense tower skill for tower guns to activate on defense? It does not activate in defense of my city. I rarely see tower guns activate to defend a city I attack.

Depends on what troops you have.
T11 gunners: perform better against elite zombie and dig than t11 stormies. Melee 1x each, mid: 1 of everything, max zombie, max gunner, back: use 2x units, 1 of them
T12 rockets: melee 1x each, mid: 1x each + max zombie, max rocket, back: use 3x units, 1 each
Does the passive skills of Kingsley and panda, the siege and defense buff, also work on Duel of Dominance or Triangle War?
