Yes, you can do it by clicking on the specific Skill in the Officer Window and activating the “Forget” button.
However, you should expect to lose about 6% of XP books.

Hi I have a question. What about officers experience? What happens if you reset their experience? Will you get all XP items back?
Not all of the officer XP will be returned, I think 80% is what you’ll get back if resetting an officer back to lv1.
